Yo, I completed this LED speedometer of my Suzuki Swift 1989 last month
Was confused about how to turn needles to red so i first used red nail polish but that didnt work well enough so i experimented with glass paint transparent one not the crystal one which turned out pretty great actually.....
So here are the pics which will help you out in make your very own LED speed cluster with very little cost...
In Pakistan people in market asked me for Rs.2500 for this thing and it turned out that i completed this work under Rs.100 :)

This is the inside of my Speed Cluster... as you can see i had a lot of space to work with so there wasnt any kind of problem in working
This is the underside of the speed gauge where there was green paint which illuminated green light when parking light was on. It was very dull so removed the paint with nail polish remover as its easy to use but you have to be careful not to remove paint other than the back on numbers..
Here you can see that i have cleansed the needle with nail polish remover
It is difficult to cut PCB board like this unless you have right tools so i used card board to make the base for my LEDs which would be placed in cluster directly beneath the gauge
I did the same for both fuel and temp gauge as well and result was as follows
